This seems like a case of knee-jerk reaction - the wrong approach. Why aren't they taking the tack like this: "We're always using the results of new research to save lives and improve the quality of care. We know that mammograms detect many cancers early when they are treatable, but no tool is perfect. The NHS funds a lot of medical research to improve our treatment, and this is a good example where research will allow us to tune our diagnostic procedures." Of, course, you make it sound better.
